Bob, my RH7 system does not have "bin86", but I do have the dev86 package installed.
I think this package provides what you are looking for:
[grover@localhost grover]$ rpm -qi dev86
-snip-
Description:
The dev86 package provides an assembler and linker for real mode 80x86
instructions. You'll need to have this package installed in order to
build programs that run in real mode, including LILO and the kernel's
bootstrapping code, from their sources.
You should install dev86 if you intend to build programs that run in real
mode from their source code.
The dev86 rpm should be on one of your RH7 CDs -- I'm virtually positive that's where
I got it from.
Also, when you use the "rpm -qf" command, I think you have to provide the full path to
the file, eg:
[grover@localhost grover]$ rpm -qf as86
file as86: No such file or directory
[grover@localhost grover]$ rpm -qf /usr/bin/as86
dev86-0.15.0-5
