i have had problems in the way that the frontpage install changed the
httpd.conf file.
the install adds some ScriptAlias settings, unfortunately, the install puts
them inside
a section of httpd.conf that is used for a virtual server. search for
Scriptalias in httpd.conf.
move the frontpage additions up to where the cgi-bin alias is.

be sure you change the AllowOverride from none to all like the documentation
says.
when i had mine set wrong, i was not asked for a password to edit the web
site.

also, yes i can edit my web site from a windows machine and publish it to
the linux machine.
