I'm afraid I'm not going to be much help, because I'm not terribly
familiar with The Red Hat Way, as far as Apache is concerned.  As with
any weird problem, though, there are a couple of things you should
check.  Do you have any full (or nearly full) filesystems?  Are the
permissions appropriate on the directory in which Apache stores its
logs?

I suppose I should also ask if you've modified /etc/logrotate.conf, or
anything in /etc/logrotate.d.

That's about all I can think of.
