IE thinks it's being helpful. IE will also prompt you if you tell it to but IIRC you have to configure each extension and I find it extrodinarily difficult to find the menu where one does this. I believe it's on the file types dialog. But you seem to be seeking a general solution for the people who access files you provide? I don't think you can control this on their browsers. Or for yourself, just right click and chose the 'Save link' or 'Save target' option.
