I've been looking for a utility that can take a non-form pdf file and convert it to either a form or at least allow me to add text to the file. I have a bunch of forms made available on a government web site for download and would like to fill them out without the need to print them and type on the paper.
Since I will be using the forms on a continual basis, it's worth my time to try to convert them to forms. Are there any open source utilities that I could use for this?
