It was suggested that I try changing netmask to 255.255.255.0. Nothing
changed. 

DEVICE=eth0
ONBOOT=yes
BOOTPROTO=static
IPADDR= 66.134.88.36
NETMASK=255.255.255.0
GATEWAY= 66.134.88.33

I then tried /sbin/ifconfig and got the following:

        inet adr:66.134.88.36  Bcast:66.134.88.255  Mask:255.255.255.0

There is no firewall.
