IPCHAINS would be useful for that purpose if you were simply blocking traffic from a particular site's IP address. Unfortunately, chances are that the mail, while it might be coming from the same "From" address, it might not be actually popping into your system from there.
The best bet might be to add: :0: * ^FROM.*@thisserver.com /dev/null to your wife's .procmailrc file.
