'cc' is a C Compiler.  If you're using "./configure" I'd guess you're
trying to start from the source code.  You'll need to install the
developement tools to do this.  You'll likely also need to install
a few other things.  configure will tell you if it can't find anything
else needed.  Discovering which rpm(s) supply anything that's
missing can be and interesting exercise.
