To modify the std redhat kernel:

The configs are in a configs dir after installing the kernel*.src rpm
look in /usr/src/linux-kernelversion/configs  find the one for your
architecture and copy it up one dir to .config or choose it from the
xconfig gui. 

What if there are new menus items.

from an older version .config file seems like you can do a make
oldconfig and you will be asked only about the new stuff.

Probably, depending on the chnges for a specific release

Don't know exactly what you have in mind.  but lpr .config comes to
mind.
