You don't understand.  Data CDs do not contain ISO images, they are the
ISO image.  That is why the dd command works.  When you direct copy the
databits from the data CD, you are copying the "ISO" image.  That is why
you do not have to use mkisofs to make a copy of a data CD.

If someone put an ISO image on a data cd as data, then a simple copy is all
that is needed to get it from the CD to the hard drive.

The mkisofs command is for making an ISO image of directories/files on a
hard drive so that they can be burned onto the CD.

Again, you do not use mkisofs to copyu a data CD.
