Thanks for Michael's response. I think your point is correct. 
However, I did 'rpm --setperms slocate' and got the following message:

    sh: package: command not found

I tried to reinstall the slocate package yesterday, but accidentally
removed the old package. The following was what I did:

    #rpm -e slocate-2.6-1.i386.rpm
    #rpm -ivh slocate-2.6-1.i386.rpm
    Preparing...  ###########################################[100%]
    1:slocate  error: unpacking of archie failed on file /usr/bin/slocate:
    cpio: rename failed - Operation not permitted
