If the above is the actual command you used, it shouldn't have uninstalled 
anything:
# rpm -q slocate
slocate-2.6-1

# rpm -e slocate-2.6-1.i386.rpm
error: package slocate-2.6-1.i386.rpm is not installed

The proper syntax would be 'rpm -e slocate' or even 'rpm -e slocate-2.6-1'

Perhaps permissions on other files are incorrect as well. The important 
question to answer here is, how did the permissions get changed in the 
first place?
