Can httpd or snmpd accesses be restricted using a hosts.deny and hosts.allow combination?

The idea is:   Deny access to ALL services from ALL machines,

then add back in only those machines (or subnets) that you want.
LOCAL means your own machine (localhost.localdomain, LOCAL, 127.0.0.1)
Some things on your machine will break if you don't allow localhost
access to itself.
