I can relate with you phone ringing off the hook.  I work for a school
system as well and whenever our e-mail goes offline, which is a lot
since we are on Exchange (I'm converting over to SuSE before X-mas
though).  

The only reason that I could think of as to why the pop3 service is
shutting down is due to overloading..  How many users are accessing this
sytem?  It may also possibly be overloading of bad packets.  When did
this start and how many times has it happened?

The only thing that I can think of in-between figuring out what is going
on is to install a service monitoring daemon, such as monit (available
on Freshmeat.net).  However, if the service does come back in 10
minutes, this probably wouldn't be necessary.
