Not true,
A mixed fixed/variable ip network is what we use here. Anything above
192.168.0.10 is dynamic, everything below we use for static addressing.
I'd suggest you find an empty ip address and use it just to try it for
testing. It would at least tell us whether DHCP is the culprit or not.
