Hi reefman,have confidence in the berlin.Skimming depends alot on water condition and most of all on bio-load.If your tank has only 4 fish,you did not mention what else,but it may just be that there is nothing to skim..What I like about berlin is that they don't collect only water.Mine can go 5-7 days without collecting,then all of a sudden it starts skimming.The bubbles are really microscopic so you need shit in the water for them to start collecting. Be patient. On the other hand if you are not collecting and not producing any bubbles in the tube then you have  a problem. It may just be your tank is cristal clean and does not need to be skimmed..
