My way is easiest than Shane�s:
My refugium is at the same level than the sump. With a 1 1/2 pvc pipe i
connected the refugium  to the sump in a place in which the water is first
delivered from the tank and later falls into a chamber where the bioballs
were before. This part of the sump has water at a very high level, almost
the top of the sump, so the refugium and that part of the sump has the water
level the same. This will connect the water from the sump and refugium and,
because they have the same level there is no risk of overflooding.
Later i connected a power head in the refugium to take the outflow to the
"bioball" section in the sump.
This is the safest way to do this because the 1 1/2 pvc pipe will only
deliver the amount of water that the power head takes out from the refugium,
no more. If lights go out the powerhead will stop working and the pvc tube
won�t work too. Once the lights are back, the power head starts working
again and so does the pvc tube.

The easiest way to do it, is have a refugium that is higher than the sump.
Then, you drill a hole in the refugium (above the sump), install a bulkhead
and run a pipe from that bulkhead down into the sump. Then, use a powerhead
to pump water from your sump into your refugium. Is what will happen is the
powerhead will fill the refugium which will overflow through the bulkhead,
down the pipe into the sump. Easy money!

You may want to drill a second hole as high, or higher if you can, and
install a second BH and plumb it as well. This can be used for a back up
incase your first one gets plugged for any strange reason.
