first off i'd say that if you are not turning the tank over at least 10 times 
an hour.. this will happen. especially if you are running a 8 to 10 degree 
differential from room to tank..
A 125 is a large area to heat and to do it right you need about 3 watts per 
gallon 1 heater at each end of the tank

how ever you can acomplish heating it via sump but you need 
alot of water flow . with the correct wattage heater.

have you tried using a different thermometer
to check on the temp setting?  as you say it doesnt reach 79 degrees..
