VACANTCY:
We are urgently looking for suitable Indonesian candidates to fill the position
of 'Spatial Planner' in the reconstruction and rehabilitation planning after
the earthquake in Padang. GTZ aims to actively support this process within its
Emergency Project.
The tasks of the advisor will be to support the authorities of Kota Padang
(especially BAPPEDA and the newly founded Badan Pelaksana Rehab&Rekon Kota
Padang) in the planning process for reconstruction and rehabilitation (master
plan). Padang, as well as West-Sumatra as a whole, are prone to several
geohazards (especially earthquakes, tsunamis, landslides, floods). The planner
will provide expertise regarding disaster mitigation aspects in order to
integrate them in the overall planning approach. For spatial planning this
means e.g. the relocation of destroyed or damaged government buildings outside
the hazard area (e.g. tsunami hazard zone) and the further development of
tsunami escape and evacuation routes. For the reconstruction process it
includes the consideration of building regulations and codes for earthquake and
tsunami resistant constructions, multi-purpose building designs (for e.g.
schools) so that these building can be used as vertical
evacuation shelter in the tsunami hazard zone. Existing tsunami risk analysis
products and results (e.g. maps) can be integrated in the planning process.
This results have been produced by several Indonesian as well as international
actors. Furthermore the planner will assist BAPPEDA and BPBD in structuring the
planning process. He/she will work closely with both agencies. The candidates
should be senior level and have - if available - experience from the
reconstruction in Aceh or Jogja combined with a solid understanding of planning
concepts.
