Minor nit: remove the reference from the Abstract. That text is sometimes displayed in isolation of the rest of the document.
In Section 3, it would be a good idea to either include a reference that defines what a TTL value is, or specifically state that units used to represent values. I'll suggest adding a forward reference to the first paragraph of Section 3.1. Speaking of that first paragraph, what exactly does "TTL values MUST be unsigned integers in the range 0-2,147,483,647" mean? The given examples use values 300, 3600, and 86400. None of those values fall in the given range. It may be better to cite Section 4.1.3 of RFC 1035.
