Peter, Upgrading a package to a newer upstream version goes against the Stable Release Update (SRU) policy; see https://wiki.ubuntu.com/StableReleaseUpdates for all the details. Exceptions have been granted, but only in rare and very specific circumstances. Obviously, upstream software do get upgraded when a new Ubuntu release is coming out, though.
Talking about new release, for some reason FUSE has not been updated in Maverick. I guess that is because 2.8.4 has been uploaded to Debian unstable in July, after the DebianImportFreeze.
