In an effort to track down the bug, I commented out all the code within the gpm_brightness_foreach_resource function and that still did not correct the issue. Killing all gnome-power-manager stops the doubling, so the issue lies within g-p-m. Interestingly enough, the brightness OSD still shows when I use the hot-keys even without g-p-m running. I will continue testing but if anyone has any ideas please share them.
