But, are they non-preferential. I was serious when I asked if "satanists" or "wickens" (spelling?) or other non-standard faiths could get thes? If not then wouldn't they be problematic on that ground? Are they only available to Episcopalians?

No coercion -- no one needs to buy these.
Neutrality -- dozens of other institutional advertising plates for all sorts of organizations.
Endorsement -- clearly license plates are state-created/required things and are inevitably associated with the state. But I suspect that people are familiar enough with all sorts of vanity plates and institutional plates as to make any sort of seeming endorsement insignificant.
