Out of historical curiosity, when was the phrase "Bill of Rights" first used?

If I remember correctly, the PHRASE "Bill of Rights" was first used of the 17th century English "Bill of Rights" passed after what was then called "the Revolution".
If you mean when was it first used in reference to amendments to the U.S. Constitution, I bow to the learned assemblage.
