Robert,

You're not the first person to present this problem.  I suggest that you
apply for an itinerant license for two-way radio usage in the
business-industrial band.  Consider that you might want to have some
mobile radios for convoy use, along with a temporary base station, and
sufficient portables to satisfy any travel requirement.  Don't bother
with GMRS or FRS; your requirements are far more stringent.  The down
side of this suggestion is that you must concentrate ONLY on
commercial-quality radios.  Keep in mind that the reverse-burst formats
are different between Motorola and the other brands, so don't even THINK
of mixing brands!

If your group is a non-profit organization under IRC 501(c)(3), then you
should consider applying for a grant to purchase all new equipment that
is set up as a system, and not try to pick up the elements piecemeal.
