To which I agree. Location of antenna is the number one criteria for system coverage, bar none (assuming all system components are  quality and working as specified).
 
In FM mobile service, a difference in 6 dB is usually just barely perceivable by most users. Now, I'm talking about out in the field and just listening to the signal -- no meters, just your ear.

An old adage given to me by an old timer 20 or 30 years ago is worth mentioning here (I think), "Doubling the height of the antenna reaps you more benfits in terms of range than squaring the output power (ERP)".
