I'm not sure if I'm undertsanding correctly, but you're saying that the UHF repeater works fine with either A/S board, but the VHF one doesn't? If so, it sounds to me like you have a VHF base station and not a VHF repeater, and my first guess is you didn't remove the diode that mutes the receiver when PTT is active. Lookee here:
