Or the rf power amplifier or preamp down the way that doesn't have protection from the outside world. In an earlier time I know how a 30 watt kit-built Ramsey 2 meter repeater power amplifier hosed up a few carrier squelch ham repeaters across the entire mountain top for a day or so before someone noticed.
