Maybe it is not too late to "turn down" the contract. Did you really think you would be able to get them licensed to a VHF pair, or were they not totally upfront about what they had and wanted. You can't control what the FCC allows. You could just make a go of it with a simplex system. Michael You are already licensed for the VHF frequencies you need.
