Were you able to get it down to a more comfortable listening level?

If you follow the S-COM document on their website after doing that mod 
for where to connect on the backplane to hook up a 7k (or use those 
pins/locations to hook up any other controller), you'll have separate 
COS and CTCSS without any more modifications.

Or did you mean the encoder?  Wait, you said decoder on and off, and 
then said encoder...

The LBI's are definitely an eyeball test, in some areas!
