Steve, No, you can't use P25 on GMRS. Part 95.631(e) says it all: "No GMRS or CB transmitter shall employ a digital modulation or emission." The latest edition of Part 95 Rules is available here: <www.repeater-builder.com/fcc/2007-part-95-rules.pdf>
