Hello 1. Series I must be programmed by eprom, means you have to create the binary files with your needed frequency(s) and burn them into a 27C64. Series II have a eeprom and must be programmed by software and a cable.
2. All UHF and VHF units can be tuned easily for amateur-radio usage. Here in Germany we use lots of them as UHF repeaters. I converted about 15pcs in the last few years.
