The Time Out Timer is turned off in the RSS/programming s/w. You need a SLOOOOw computer, no faster than 286 at ten Mhz. Remember the software was written way back in the eighties! Correct the RX and Exciter module can be sent out for reprogramming and alignment. I do that here and have the proper test jig to test and align them.
