The northern coordinator is NARCC (Northern Amateur Relay Council of California - http://www.narcc.org/ <http://www.narcc.org/> ). Northern CA is low output and southern CA is high output. Not only does this issue exist, there is the southern 20 kHz channel steps versus the northern 25 kHz channel steps to contend with.
