i will start a new thread about this issue, as it is a common concern, shared by C5, B2.1, and A3 - as i noted on the C5 thread, all of C5, B2.1, and A3, would be satisfied by good documentation regarding licensing practices
it should be decided, at which level, is adequate licensing documentation required? - the definitive answer to that question could affect all of C5, B2.1, A3, all of which have proposed modifications now the proposed new criteria B2.1 requires adequate licensing documentation - as it is (or could be) worded, B2.1 satisfies (and thus shadows) A3, so A3 could be removed - that would put adequate licensing documentation at the 'B' level if adequate licensing documentation should be an 'A' level criteria, then i suggest B2.1 is moved to replace A3 if adequate licensing documentation should be a 'C' level criteria, then i suggest B2.1 is moved to the 'C' level, and still A3 would not be needed
