Review Board 2.0 has a new concept of "approval" that can be customized by
extensions. See
http://www.reviewboard.org/docs/manual/dev/extending/extensions/hooks/review-request-approval-hook/

There's also work being done on hooks for Mercurial and Git that would
allow you to enforce that a review request is approved, using that logic,
before it goes into the codebase.
