We do have some plans to add an "initial user tour" that would guide new
users through the basics of using Review Board. This is the first I've
heard of someone with your particular confusion, so I'm not sure what else
we could do to communicate how comments work.

We redirect back to the reviews page after submitting a review because we
want to show continuity between the act of creating the new review (the
publish) and seeing the result. It's possible that it's not the best
choice, but it's been that way for a long time, so changing it now has the
potential to anger just as many (or more) people as it pleases.
