We explicitly don't build these kinds of policies into the product, because everyone's use case is slightly different, and we'd end up with a monster configuration that nobody would fully understand. If you have a problem with people checking in code that hasn't been properly reviewed, a small roadblock inside Review Board isn't going to prevent that--what you need is a cultural change, not a technical one.
