IMPALA-3833: Fix invalid data handling in Sequence and RCFile scanners Enabled the fuzz test for Sequence and RCFiles and added new checks to return when failure is encountered while reading an RC file or sequence file. Testing: Ran the fuzz test on a private build without failures/crash.
