IMPALA-13850 (part 2): Stabilize test_restart_services.py
This patch stabilize test_restart_services.py after the first part of
IMPALA-13850 merged. Fixed statestore topic update frequency for some
tests. Expand test_restart_catalogd_twice to
test_restart_legacy_catalogd_twice and test_restart_local_catalogd_twice
to prepare for the next in-place Catalog cache reset changes. Adjust the
test to wait for full IMPALA_CATALOG_TOPIC update if necessary using
CatalogChangeMonitor class.
Testing:
- Pass test_restart_services.py in exhaustive mode.
