IMPALA-15487: Fix zero-precision DECIMAL truncation in Original planner
Reserve one digit for zero when TRUNC, TRUNCATE or DTRUNC removes all
fractional digits. Preserve positive-scale and ROUND/DROUND inference.
Validation: four focused FE tests and 176 Original HS2 checks across DECIMAL
V1/V2 with codegen off/on.
