[Tool] Retry failed table copying tasks
Copying a table with large data may cause some tasks to fail
due to timeouts, memory pressure, etc.. It is not a good idea
to copy the data from the beginning, that will cost a lot of
time.
As copying a table job will be splited into many copying tasks,
it is better to retry when a copying task failed. This patch
retries 3 times for every failed copying task.
