Review comment:
       There is a potential race in 
https://github.com/apache/spark/blob/master/core/src/main/scala/org/apache/spark/deploy/history/HybridStore.scala#L154.
 So we need this while loop to ensure the shouldUseInMemoryStore is set to 
false.
