using this chance to ask this question: what's considered as a follow up, and when should open the next ticket? I think not only agents, but also developers would get confused when to use a [FOLLOWUP]. The current way of adding the `If a PR follows up on one or more earlier PRs` does not clearly define what is considered as a follow-up, and it does not distinguish from a natural continuation of an issue.
