It could be removed if your changes go in. We need to make it work for client mode though. In the case of the ApplicationMaster it sets it before SparkContext or SparkConf is created so it does take affect. The ExecutorLauncher doesn't really do anything Spark specific so it shouldn't matter to much there (it is just talking to yarn RM and launching containers).
