    the test isn't bothering to explicit mark all of the tasks as succeeded -- 
trying to find a balance between recreating a ton of scheduler behavior within 
the test vs directly calling internals bits.  I could change this if you want 
-- but basically it would still be this line getting converted into a call to a 
utility function like `finishRemainingTasksSuccessfully(tsm)`.
    
    FWIW, the scheduler integration tests do a better job of this -- by testing 
at a much higher level, you avoid having to recreate behavior within the test 
itself.  It also gets to your point about perhaps extracting out the 
blacklisting logic from tsm into a helper -- really here we're just testing 
interaction with that helper, not with the entire tsm.
