[WIP][SPARK-18638][BUILD] Upgrade sbt to 0.13.13
## What changes were proposed in this pull request?
This PR is to upgrade sbt from 0.13.11 to 0.13.13.
The release notes since the last version we used are:
[v0.13.12](https://github.com/sbt/sbt/releases/tag/v0.13.12) and [v0.13.13
](https://github.com/sbt/sbt/releases/tag/v0.13.13).
## How was this patch tested?
Pass build and the existing tests.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/weiqingy/spark SPARK-18638
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/16069.patch
To close this pull request, make a commit to your master/trunk branch
