Same here. I managed to supress this message by replacing
file /etc/rpm/macros.solve from rpmdb-*.rpm
with macros.solve from redhat 9.0 rpmdb package.

After that I looked at rpmdb-redhat.spec and found there
code which produce erroneous macros.solve content. 
Looks like additional escaipng with % needs there. 
I haven't enough time to finish my investigations.
