The list still exists apparently, but unfortunately it's not being used.
From my perspective what has happened is that various rebuild projects have developed, e.g. as:

I have a collection of scripts which I used for building CentOS-2. If anyone on this list is interested I can make them available. I have been planning to release them for a while but have not got round to it. I guess for most people it is easiest to just use CentOS-2 though.
