iirc centos include some packages which are not part of rhel, i do not
know if they provide "ccsm" and the backends.
centos has some mailinglists where you can find the answer.

do you mean the  "Compiz Config Settings Manager"?

afaik you need the backend for your desktopmamanger
  compizconfig-backend-kconfig
  compizconfig-backend-gconf

if you know what and where you have to change you can use  gconf-editor
(gui) or  gconftool-2 (tui)
$ gconf-editor
$ gconftool-2 -R /apps/compiz
